Volunteer programme development adviser, Mongolia

VSO is an international development charity fighting poverty through volunteers. This is a volunteer opportunity to assist the Chingeltei District Health Unit to implement an EC-funded project “Improving Health through Community Volunteering and Empowerment”.

A 1993 resolution by the Mongolian Health Minister encouraged Family Group Practices (FGPs) to have community volunteers to support primary health care service delivery. There are community health volunteers at almost all FGPs in Mongolia now. However, they are not active and FGPs lack professional capacity to manage volunteers. Working with a local team, the Volunteer development adviser’s work will focus on advising and building the partner’s capacity to manage community health volunteers and to implement the planned EC-funded project “Improving Health through Community Volunteering and Empowerment”.

What does the role involve? Working within the EC project team (made up of other VSO volunteers, partner’s public health staff, FGP managers and other relevant staff), you’ll assist the partner, Chingeltei District Health Unit, to mainstream and meet EC-funding expectations (planning, implementation and monitoring and evaluation). To do this you will:

• build the capacity of the partner’s volunteering programmes to mainstream EU-funding timeframes and planning guidelines

• support the partner as they train local staff in key areas such as (communication, volunteer management, monitoring and evaluation) to ensure the sustainability of project activities

• provide regular progress reporting, both narrative and financial, for key stakeholders

• participate in project events, e.g conferences, meetings

• facilitate effective team work amongst the EU project team, playing a steering and catalytic role and providing an example of processes and methods

• encourage maximum contribution to the project by the EU project team to ensure sustainability of the project.

Skills, qualifications and experience required

You’ll have a degree in a relevant field (e.g. public health, health education, community mobilisation, competency based training or project management) with practical experience in volunteer management and volunteer programme development. You’ll have excellent experience in needs assessment, HR related activities (ideally with volunteers), monitoring and evaluation of performance and programmes. You’ll have strong training and facilitation skills, with knowledge of effective training tools including participatory approaches. Your experience demonstrates excellent project management and streamlining of projects. You’ll be flexible, adaptable, an excellent communicator, with a professional and mature attitude.

And the rest.... Mongolia is known for its beautiful countryside and hospitality. You’ll be based in the capital, Ulaanbaatar, where there are good amenities and plenty of opportunities to enjoy local and Asian food. We’ll ask you to commit to at least 9 months to make a sustainable contribution to our development goals. In return, we’ll provide you with extensive training before your placement, and our financial package includes a local living allowance, return flights, accommodation, insurance and more. When you return to your home country, we'll support you to resettle.
